The Chinese Communist Party has long exploited its use of a foreign recruitment technique it calls “elite capture” to subvert American administrations and their policies. Never before, however, has it enjoyed the kind of control over the U.S. government that it enjoys today. The implications of Beijing exercising not just influence – both in its own right and through its “Old Friends” among the United States’ financial and other elites – but having high confidence that its bidding will be done by official Washington are extremely ominous.
