Can a Failing Turbo Cause THIS Engine Damage?

The turbo on this 2012 Passat TDI failed in a very crazy way. Part of the vane broke off and fell into the engine. The Turbo sits above the manifold on this car. This is the strangest failing turbo I've ever seen.
