Why is NY Using Prejudice to Justify New Gun Restrictions?

After being told by SCOTUS all gun laws must be rooted in the text, history, and tradition of the law, New York state found some old laws which restricted gun ownership... for minorities. They now want to use it to limit New Yorkers conceal carry abilities!
