College Loan Catastrophe

In his latest act, President Biden has unilaterally announced his decision to forgive a huge amount of student debt. There's only one problem: the Constitution doesn't give him the power to do this. Is this really a Presidential act of compassion or just a naked attempt to buy votes prior to the midterm elections?
