Was Rodney Alcala the most sadistic serial killer of the 1970s?

He was known to have travelled the United States, and with his natural charm and personality, he could win over anyone. In his storage locker he had over 1700 photographs, with many being likely victims. Many of these show unidentified people whose fates are unclear.

Side note: I failed to mention that Rodney Alcala died on the 24th of July last year. He was 77-years old.
