Oral Argument: Cebollero Bertran v. PRASA

This is the audio of the oral argument in a citizen suit appeal before the First Circuit Court of Appeals in a Clean Water Act suit. The Court of Appeals reversed the District Court, holding that when polluter continues to egregiously violate the act, agency litigation or consent decrees in place are no obstacle to citizen suits.
