Was Scott Johnson Really Following the Constitution?

March 15th 2021 Ammon Bundy and Aaron Von Schmidt are arrested under by Ada County Sheriff Deputies under the direction of Scott Johnson who was following a warrant from Judge David Manwieler of "Failure to Appear" though they arrived and were prevented from entering because they wouldn't wear face covers. Were the mask orders constitutional and was the Failure to Appear lawful, since they met all the terms of the summons?
