Recusant Henricus location - Northeast of Stormhill Shack, when approaching the gates of a large building.

Be careful as with most invader NPCs, he won't be able to invade you if you cleared all the area bosses in Limgrave (Tree Sentinel, Flying Dragon Agheel, Tibia Mariner in Summonwater Village, Mad Pumpkin Head in Waypoint Ruins, and Margit the Fell Omen).
