This is a huge deal by reason that 10% of the total market-cap (if not more) of Ethereum is made-up of staked Ethereum in support of its POS chain.

Many small holders pooled their ETH through exchanges in order to support the network and make some profits.
With the possibly removed ability of withdrawing (as no specific date for Shanghai-update is being mentioned) are they effectively trying to scam 17.5 billion dollars from investors and locking it on the chain.
