Mark Reed Speaking Against GSA Penalties

This is a short video of Mark Reed and two other people of many who protested the Ground Water Sustainability Agency’s recommendations of penalties on farmers who extract groundwater in excess of an allocation for the Chowchilla subbasin, the Delta-Mendota Subbasin and the Madera Subbasin. This talk was given at the Madera Board of Supervisors meeting on September 27, 2022. The final vote was 4:1 in favor of imposing the penalties.
