SKR E3 Mini V3 DOA, Z Axis will not move TMC2209 communicating with Marlin UART Dead no movement

I'm doing a undermount kit for a customer and and the SKR E3 mini V3 and a dead Z axis. I'm suspecting a bad PCB trace because one of the stepper coils is getting power. The TMC2209 driver is communicating correctly with Marlin. Obviously you need two coils to move. Bummer, I have to pull the board back out again. The V2 board has a bad bootloader.
