Competition shooting and matches are training! This competitor is using an M110 SASS (Semi Automatic Sniper System) as issued by his unit at Camp Perry. Note the lack of match equipment, such as a shooting coat. He is shooting is his regular ACU uniform. He is shooting on point 107 (marked by the large board with a '7' on it.)
