On Thursday, September 15, 2022, at approximately 11:43 am, I was patrolling State Highway 7 near the 15-Mile Marker when I observed a tan Cadillac Deville traveling southbound on State Highway 7 at a high rate of speed.
The vehicle was speeding with the hazard lights flashing, traveling at a rate of 75 mph in a 35 mph zone. As I initiated a traffic stop, this vehicle decreased its speed before turning right onto Mount Holly Road. I informed Troop F Dispatch that I was (10- 24) initiating a traffic stop on Mount Holly Road near Ferrellgas. The suspect slowed at the Ferrellgas entrance, then continued onto Mount Holly Road before turning left into an abandoned business parking lot. The driver of the vehicle waved his arm, motioning me to follow him. Then, the suspect vehicle returned onto Mount Holly Road, traveling back towards State Highway 7. I informed Troop F Dispatch that I was (10-37) in pursuit of that vehicle.
The suspect vehicle traveled northbound for approximately a quarter mile before stopping for a red light at the intersection of Mount Holly Road and State Highway 7. After stopping, the suspect vehicle ran the red light and turned left on State Highway 7. The suspect vehicle traveled at a high rate of speed for approximately half of a mile before turning left onto Lincoln Drive. I used my public address system to order the driver to stop. The driver complied with my order and stopped his vehicle in the northbound lane of Lincoln Drive. I informed Troop F dispatch that the suspect vehicle had stopped.
The driver, Edward Clark, told me he was trying to get to the hospital for a family emergency. As I spoke to the driver, members from the Ouachita County Sheriff's Office and Camden Police Department arrived on the scene. I requested Mr. Clark's driver's license as he told me his family information. I returned to my patrol unit, and Mr. Clark exited his vehicle, saying his family was at the hospital and not receiving medical care. I told Mr. Clark to relax, and he replied, "I can't relax." At that time, I took Clark into custody and placed him in the rear seat of my patrol unit.
Deputy David Pennington informed me that Mr. Clark was a former employee of Ouachita County and was known to sell illegal drugs. Deputy Pennington and I began an incident to arrest search of Clark’s vehicle. Deputy Pennington located a brown prescription bottle with 2.73 grams of crack cocaine in the center console.
Mr. Clark was placed in a Camden Police Department unit and transported to the Ouachita County Detention Center. The crack cocaine was taken into evidence with a storage number of 20220915140959F-1.
