Americans warned to SHELTER IN PLACE, Cartel Attacks at Border

As Jalisco and Sinaloa cartel activity increases around the Mexico - USA border, the US consulate in Guadalajara and Tijuana has warned their government employees to shelter in place. The Jalisco cartel has also allegedly warned civilians to not be out past 10PM. I wonder if this increased activity will change any of the current administrations views on the border.
