How did California’s Marijuana Legalization Go to Pot?

California was the first state to legalize marijuana (medical in 1996, recreational in 2016) and, of course, the first to screw it up. There is more illegal marijuana today than ever. If a business sells marijuana they are crushed with high taxes and oppressive regulations. It is business as usual for the government.
