Kherson Offensive Has Started!! Or Not

For days we have been told that Ukraine would start a massive offensive in Kherson. Then it gets pushed back again and again.
Will it happen at all? Does it depend on a successful massive war crime against tens of thousands of civilians? It looks that way.
