Ukraine is bombing a dam and civilian bridge in Kherson.
Russia has evidence Ukraine is building a dirty bomb.
Either one would be a humanitarian disaster and massive war crime.
Zelensky still refusing peace talks, which is the only way this could end without complete capitulation.
