California to allow relationships with minors within 10 years of age starting at age 14

i go through a new bill that just passed in California that amended bill 145 to remove automatic sex offender registration following anal, oral and digital relations with a minor, age 14 or older.
prior to the amendment it was only allowed vaginal relations with the same circumstances.
I give my opinion on the bill being passed as well as the bill prior to the changes.
