You won't be able to get Mr. Buddy until after you have the shovel found later in the game (Desert level). He's located at inside the Home Castle (go left/inside at the start) in the Barracks (where you start in a new game). Go all the way to the left and there will be an X in the hay. Dig there. Mr. Buddy helps you dig faster.
