45 - Another car with a tear in its jacket

This is a follow up to video 41, where I showed a GATX car with a damaged outer jacket. What I call a riser, is the manway nozzle, to which the pressure plate is bolted. These tank cars do not have a frame that runs from end to end connecting both sets of wheel trucks. They use "stub sills" at each end and depend on the actual pressure vessel, "shell", to take on a load and stress bearing function. Is it possible that these stressors are causing the jackets to twist and tear? This is my best guess for now.
