Haley2024 proposes that government representation switch from elections of individuals to selections of governing agencies. Haley2024 proposes to have a division of governmental responsibility into thirty Sectors, where all thirty Sectors have separate representative oversight.
Haley2024 proposes that most regulations, programs, and laws affect only those within each chosen governance agency. These new reforms transition most governance from governing everyone within a geographic area to everyone selecting one agency from a dozen governing agencies per Sector, and these agencies only govern their members.
