Heriot's Ford by Rudyard Kipling

Thanks to someone only known as PerssTheMerryMan for suggesting that I have a go at this one.

This poem is very vague, but clearly someone is on their way to an execution, but it isn't clear by what means, and it also isn't clear if the 'lord' is a real lord or just being mocked, and whether he had anything to do with the sister's demise or if this is just a retaliatory killing.

I can't find any reference to a real battle of Heriot, but it would seem to be on the Scottish border:
