Non-Verified Ballots

NOTE from the presenter: I am not saying that these ballots were sent out without an application. I do not know whether they received an application for all of them or not. I am simply stating that the rules that I discuss seem to make it clear that electors must apply for a mail-in ballot or absentee ballot from my reading of the statutes that we cover in the video.
