How Would We Build the All-Stream Comic Hub?

Recently @KNIGHTS WATCH hosted an All-Stream where they discussed building a hub for independent comics and media. I thought I would add a few thoughts on how you might go about building such a thing in a way that addresses some of the concerns of the panel.
