The vaccine promised something it could not deliver.

That something was immunity. It did not protect us from infection. It did not protect us from transmission either so therefore, after getting "vaccinated", people could still spread it to each other. If the "vaccine" didn't protect us against infection, there were no "breakthrough" infections.
