County fair patron's profanities that he spewed about the police while he was being escorted off fairgrounds by sheriff's deputies and sergeant while wearing a shirt stating “Fuck the Police,” including phrases “thugs with badges,” “fucking thugs with guns,” “fucking thugs with badges,” “motherfuckers,” “bitch ass fucking pigs,” “dirty rat bastards,” and “pussies with badges,” were not “fighting words,” and thus were protected by First Amendment and did not provide probable cause to arrest for disorderly conduct under Ohio law; although patron's speech was profane, none of the officers reacted with violence or appeared to have viewed patron's words as an invitation to exchange fisticuffs.
