46 - Torsional Damage?

Received another GATX car with splits in its outer jacket at the manway/housing. Car was built in 09/1981, which makes it about the same age as the last cars with this problem. Car was last in shop in 2018 and its next scheduled date for service is 2024. I have started the OTMA process to send it to shop.
