22717 with an alphabet people icon on its costume starts making up its own rules.
22717 starts making false accusations to try and create an incident where there is no incident except for it causing problems for people.

At the 14:17 location we meet a Criminal On Patrol what I called the "Rotisserie" because it was ALWAYS rotating around every time we came near to video its number, which obviously draws attention to itself.
