Binance BAILED OUT Crypto, BUT Where Did The Money Come From? ($1 BILLION Recovery Fund)

Binance has contributed $1 Billion BUSD to their Recovery Fund to help out struggling crypto companies. The initiative has gained support from Justin Sun, Jump Crypto, Polygon Ventures, Animoca Brands, and many others. Customers are wondering where did this money come from? Do these funds belong to customers? Binance has provided proof of reserves in defense, but they did not provide proof of liabilities claiming that they have no debt/loans.
