Seapower & the State - Pacific Soviet prewar turn

New battle - the Pacific, and the Indian Ocean. The first turn this time is Level 1 conflict - peacetime, with war imminent. The Soviets start moving the majority of their SSB/SSBNs to the North to get under the ice for protection. The rest of the SS/SSNs move to interdict the shipping lanes when the balloon goes up. The limited surface ships do the same but probably won't last long versus 3 US CVBGs in the area. Finally, they start mining the approaches to the Ice Cap in the Bering Straight and launch 2 CSATs and 2 RSATs to support the coming battles.
