Professor Jeffrey Sachs (https://en.wikipedia.org/wiki/Jeffrey_Sachs) is one of the people who were actually part of the US diplomatic team which oversaw the agreements made between the US administration under George W Bush that relate directly to Ukraine. As part of the US delegation, Sachs worked closely with Mikhail Gorbachev and so has direct knowledge of events. Here he speaks about how the original agreement between Gorbachev and the US administration was completely ignored as NATO under George W Bush looked to expand Eastward into Russia's backdoor. While they were warned by Vladimir Putin not to do so, they did not listen and continued their expansion, the results of which we see today in the Ukraine-Russia war.
