Watson

On November 26, 2022, at approximately 7:58 p.m., I, Sgt. Watson made a traffic stop at the intersection of East 22nd Street and Hendale on a 2012 blue Prius with a passenger side headlight out. Once I approached the driver side door, I introduced myself to the driver, who was a white female and advised the reason for the stop. I asked the female for driver's license and proof of insurance. While I was waiting to get the driver's license and proof of insurance, I could smell an odor of intoxicants coming from the vehicle. The driver handed me her driver's license which identified her as Ms. Jamie Parham. Ms. Parham had to look on her phone for her insurance but could not find it. Ms. Parham asked if she could contact her husband and get him to send a picture to her phone of the insurance card. I advised Ms. Parham to go ahead while I went back to my unit to run Ms. Parham through the Arkansas Crime Information Center (ACIC) and the National Crime Information Center (NCIC). Ptl. McKewen arrived to back me up. I advised Ptl. McKewen that I could smell an odor of intoxicants coming from the vehicle. I called for Sgt. Jenkins to meet me at the location of the traffic stop since Ptl. Mealer was riding with her. Dispatch advised that Ms. Parham did not have any warrants and had a speeding from 2021. Once Sgt. Jenkins arrived on scene, I approached the vehicle again. I asked Ms. Parham if she had been drinking because I could smell the odor of intoxicants coming from the vehicle. Ms. Parham stated that she had not been drinking. Ptl. Mealer asked Ms. Parham to step out of the vehicle in order for him to perform the standardized field sobriety test. Ptl. Mealer then placed Ms. Parham in handcuffs to have her brought to the Stuttgart Police Department for a breathalyzer test done. Once at the Stuttgart Police Department, I provided Ms. Parham with her Arkansas Statement of Rights for DWI. I asked Ms. Parham if she would take a breathalyzer test to which she agreed and signed. Once I administered the breathalyzer test, Ms. Parham blew into the mouth piece until the machine tone stopped. The results of the test showed Ms. Parham to have a alcohol contain in her breath of 0.103%. The legal limit is 0.08 and Ms. Parham's test result was over the legal limit. Ms. Parham was given a court date of January 10, 2023, at 1:00 p.m. and was released to Mr. Lamarion Luckett due to not having enough room in the Arkansas County Detention Center. Ms. Parham's vehicle was towed by Ollie's Wrecker Service.
