Most underused spell in dungeons and dragons

I just don't ever see anyone use this spell because at 4th level we have way better stuff that can just do more. Yes this is an underused spell but for good reason... its just not good and it slows down combat. I'm think there are ways to fix this but to me you should just charm players or monsters because its just better and a cheaper spell.
