Did the U.S. Department of Energy grant $200M to a Chinese or American company?

The U.S. Department of Energy (DOE) gave a $200 million grant to a lithium battery company, Microvast, in collaboration with GM to ensure that the United States is cultivating domestic energy sources. However, Microvast operates primarily from China. The DOE calls it an American company. So is Microvast affiliated with the CCP? And should the American taxpayers’ money be granted to this company?
