Health District Director Can Over Rule/Ignore Elected Officials?

A new Panhandle Health District Board of Trustee Member asked for clarification on getting items on the board agenda. Board Attorney Marc Lyons said that county commissioners can't over rule the appointed chair of the health district board of trustees or the director of the Panhandle Health district.

Am I understand that the bureaucrats can over rule the elected officials?
