Could A U.S. Coin Be Designed By A Refugee?

After recording this video I looked up the legal definition of a "permanent resident" and as described it is one (LPR Lawful Permanent Resident) with a green card or alien residency. As lax as our immigration laws (and enforcement thereof) are in the United States these days, yes a Syrian refugee could in fact design the WWI Centennial Commemorative Coin.
