How To Enable or Allow Replies to YouTube Comments

I would say the title is self explanatory. But, let me go into a dissertation as to exactly what I mean by that title. You see? Some people don't get replies to their comments on youtube videos because of a setting that needs to be toggled. This video explains how to fix that. I would say there is a psychological element to it. But, there really isn't.
