Police Dog Chomps the WRONG guy

A police pursuit in Los Angeles resulted in he K9 unit being used to find a fleeing suspect. Unfortunately, a random civilian walking by ended up getting chomped on by the police dog. This goes into a long history of LAPD K9s getting people that are never charged for a crime.
