What Does ATF Consider an AR Frame or Receiver to Be, Today?

Washington Gun Law President, William Kirk, discusses a recent open letter from ATF to FFLs regarding 80% lowers, or unfinished frames and receivers and when they have reached such a stage of manufacturing that they now become regulated frames or receivers subjecting the purchaser to the 4473 and all the accompanying background checks. This letter was meant to offer some clarification to FFLs and the public as it relates to what can and cannot be legally purchased without the required Form 4473.
