Tratarían half moon bay

The Ritz Carlton, half moon bay California. Said to have been built in the 70’s. These pillars show no evidence of regular concrete with rebar in the photos. If it were concrete as we use today. There should be rebar and steel mesh seen clearly in the photos.
It may just be a failed attempt to build a pier in the 70’s. But where’s the steel? Why spend tons of money to never use it? Why does it look ancient? Why isn’t there information about its construction? Only a little information about the dangerous parts being dismantled. Hmmm 🤔
