If Brokers filed 13Fs listing total shares held for all clients Naked shorting would be crippled

Just like institutions have to list the shares they hold on their 13F Brokers should be required to do so listing the total Amy of shares held on their books for clients Every quarter the naked shorts would be exposed and eventually shut down
