Buffalo NY vs HAARP? Government using weather manipulation technology to make weather worse?

Everyone knows that China has the ability to manipulate the weather for there own benefit. If China can do it it's hard to imagine that the United States of America can't do it. With all the bad weather taking place across the United States and Buffalo New York in particular, is it possible that the United States is manipulating the weather to make it worse so that they can turn around and say that the bad weather is due to "climate change" and scare people into a "new normal" of eating bugs, banning meat, getting rid of most farms, paying exorbitant carbon taxes, 'owning nothing and being happy about it' all for the sake of "protecting the planet?" Could not only the US government but the entire world which is mostly run by Left Wing Globalists be doing this? Could it one day be a crime to talk about HAARP and other weather manipulation technology programs?
