Did 507 institutions conspire together to hide the counterfeit APE share count?

I believe that the 507 institutions that failed to file the 13F listing their APE holdings was a consorted effort by the institutions to not let us see the billions of counterfeit APE shares they had on their books And of course SEC doesn’t see a problem
