Bad actors were using the 8 quadrillion AMC tokens as locates to naked short AMC

Some people are saying that the 8 quadrillion shares on Uniswap was not being used at locates because the bad actors didn’t say they were backed 1 to 1 for AMC shares So if they claimed it was then they would use it? They do not follow the rules What other purpose would they create those AMC tokens?
