Los Gatos Renter's Survey - Is it discriminatory?

Los Gatos uses a third party to determine which languages are most popular yet those languages do not reflect Los Gatos, in particular. Also, why only Russian and Spanish? What about German, Greek, Italian, etc? Do the people who speak Spanish and Russian not speak English? Shouldn't they be able to speak English if they want to participate in our American society? If an American moves to France, will the French publish documents in English for me? I doubt it. Also, why is everything about race? Why does race matter so much in this Renter's Survey? Los Gatos Government has become very racist since Joe Biden was installed.
