With the arguments of what the commander in chief and can and cannot do...Dr Strangelove is a movie about a General who goes rogue and decides to start nuclear war with the Russians, going over the US Presidents head. This disclaimer was placed at the beginning of the movie to assure the audience this type of scenario could never happen. How things have changed.
