What Happened At 1700 Bldg. Nordstoms And Pearl Prop. Man on Rooftop of Side Stairwell

Somehow a man in a hoodie wound up in a precarious position on the side stairwell of the 1700 Chestnut building, just behind Nordstroms department store. The stairwell, which is a usable stairwell, kind of, and not just an emergency escape route, is positioned on the wall of the 1700 building that abuts Stock Exchange Street. There between Sofitel and the 1700 Chestnut building belonging to Pearl Properties. Some believe he was on a drug called K2, others believe he stole something from Nordstroms and was seeking an escape from detection. I can't tell, and no official word yet on what the situation is. Lots of people were gathered on the Sofitel driveway and others in front of the Palomar Hotel, a Kimpton Suites hotel just across the street on the east side of 17th between Stock Exchange and Morovian.
I discovered this when walking towards CVS for Extra Strength "Tylenol"..CVS brand. Kind of looked like the old days when fireman showed up to get a cat out of a tree. Hope he's ok!
