Cuban Navy honor guard: what is wrong with this picture?

Attention to detail is important in the military. For want of a nail...

In this case, the SKS held by the Cuban Navy Honor Guard is not flush with the stock of the SKS. While ceremonial weapons are often demilitarized so they can't be fired, I think it says something about the state of the Cuban Navy when the best they have to offer has broken rifles.
