With Vanguard and Goldman Sachs on the board of FINRA Will there be real enforcement?

FINRA put out report that they plan on stepping up the enforcement of short selling Manipulative policies and practices I believe this announcement is just to appease retail investors As long as the people they are supposed to police have people on FINRA board there will be no real enforcement
