The Dark Forest is Space North Korea

The Dark Forest theory has some extremely dark implications about not only the nature of sapience but how many civilizations would have to be hive minds or utter dictatorships in order for it to explain the Fermi Paradox. According to the Fermi Paradox by the number of years the galaxy has been around and the number of stars in the galaxy we should see thousands if not millions of civilizations emitting signals, but we don't. Which means they don't exist or something is causing them to not be seen. The Dark Forest theory attempts to explain the silence by saying they are all staying perfectly silent to keep others from killing them. But how could a civilization achieve that silence without a North Korea level of social, political and economic control? There are many activities that would send out signals and all of which would have to be absolutely controlled by the rulers of every single species in the galaxy.
